Have you ever bought an album and then got it home to realise that you already had it? It's embarrassing, even if there's no one else there to see it. In the case of this CD (which I got in late 2000) and my other copy (three years later), I may not have noticed even when I got home — because the covers are different, and so is the tracklisting, from track 2 onwards.
This confuses both people and computers. Gracenote gets the wrong tracklisting when you put the CD into iTunes — but then Gracenote is frequently riddled with niggly problems in my experience. What's surprising is that MusicBrainz has the right tracklisting but the wrong cover, and I think they've got their release dates mixed up for the different versions. It's become fashionable to snipe at Wikipedia, but they've/we've got their details right.
Anyway, this is the first Heavenly release with what Wikipedia calls a "nineteenth century coastal fishing scene" on the cover. (I only just noticed that the characters in the painting have the faces of the band members.)
This BBC review thinks the later re-issues were "pointless". It notes that "Tiger Bay suffered from a distinct lack of love from both label and public", and the Rate Your Music reviews more or less bear that out, with the majority giving it no more than a shrug. But I'm with the minority, and the BBC reviewer, who rate this very highly indeed. Intelligence, prescience and good taste in the ideas, and great execution of those ideas. Buy any copy you see.
