The story behind this is the same one I told about Neu! 2, though I bought this one five months earlier in 2001. Wikipedia has the story of the 2001 reissues.
Neu! are known for their motorik rhythms, and Hallogallo and Negativland are examples of that on this album, but that's by no means all there is to them. Tracks like Sonderangebot, Im Glück Lieber Honig don't have anything much motorik about them: they have rich analogue textures. Similar to Neu! 2, I like the sound affects that open and close what would have been Side 2 of the vinyl album. They sound like a recording from a rowing boat. A great listen, all round.
Julian Cope was on the radio recently talking about krautrock, and mentioned that his hero, Klaus Dinger of Neu!, wrote to him in the eighties accusing Julian of ripping him off. Julian had to reply, in his words, "Dinger, you are a donger". Sometimes you have to treat your heroes like that, he explained.
